Session Abstract:
Current intercarrier compensation issues pending before the FCC, and the potential impact on IP-IP interconnection, peering, and compensation obligations in the voice market.
There are a number of proceedings before the FCC which seek to modify or impose new obligations concerning compensation, interconnection, transport and call signaling parameters on voice providers and their peering partners. From petitions seeking the imposition of obligations to eliminate so-called "Phantom Traffic", to requests for forbearance from the assessment of switched access charges, intercarrier compensation issues before the FCC are varied and complex. This presentation will explore the various proposals on the table; how those proposals (if adopted) could alter current interconnection, transport, and compensation obligations; and the likelihood of the adoption of such proposals.
